Personal Health Budget (data collection) Directions 2021
Directions given by NHS England requiring NHS Digital to operate a system for the collection and analysis of information from Clinical Commissioning Groups (CCGS), and any bodies corporate established with the function of arranging for the provision of services for the purposes of the health service in England, including Integrated Care Boards, about the numbers of individuals with personal health budgets.
This Direction and associated documents make reference to Clinical Commissioning Groups (CCGs).
In accordance with the Health and Care Act 2022 and the Health and Care Act 2022 (Commencement No. 2 and Transitional and Saving Provision) Regulations 2022, as of 1 July 2022, CCGs are abolished and their statutory obligations will be managed by Integrated Care Boards.
These obligations include all continuing requirements, including those to submit data to NHS Digital as set out in this Direction and associated documents.
Purpose
The purpose of these Directions is to enable the collection and analysis of information from Clinical Commissioning Groups, and any bodies corporate established with the function of arranging for the provision of services for the purposes of the health service in England, including Integrated Care Boards, about the numbers of individuals with personal health budgets
The information collected will provide evidence to assess progress towards meeting one the aims of the NHS Long Term Plan for more people to benefit from personalised care and the ambition to increase the uptake of personal health budgets to 200,000 people by 2023/2024. This is explained further in the universal personalised care model.

254(1), (3) ,(5), (6) and (7) , section 260, section 262(19262)(a)(7) and section 304(9), (10) and (12) of the Health and Social Care Act 2012.
