It has come to our attention that a small number of errors exist within the GFS1 2007-08 data set which have an impact on the figures presented within this publication . This mainly affects regional and local level data for the North East and North West regions presented in tables 7 to 14.

This report collects information on the number of adults receiving person-centred services from organisations in the independent sector funded via grants from Councils with Adult Social Services Responsibilities (CASSRs) in England.

The information presented in this report was collected using the GFS1 form during the survey week commencing 12 November 2007. If this week could not be used councils were asked to choose an alternative week between 1 September and 30 November 2007.

Organisations were requested to return information on all adults who had received their person-centred services during the survey week. They were also asked to provide details on the amount of funding from social services budgets which was given to the schemes in terms of grants, plus details on other council budgets. The return was concerned with information on adults aged 18 and over.

Comparisons to the previous year could not be made due to changes and clarifications to the guidance.

Please note slight corrections were made to Table 7 on 6th November 2008.

Highlights

  • during the survey week in 2007 an estimated 297,300 adults received person centred services delivered by organisations in the independent sector as a result of funding from social services via grants.
  • 52 per cent of people receiving person-centred services were aged 65 or over, 17 per cent were aged 18-64, a further 19 per cent were designated as carers of all ages and 12 per cent were age unknown.
  • 6,910 schemes funded by social services were operating to provide care during the financial year 2007/08. A total of 7,270 schemes were funded by social service and other council budgets, of these 6,670 (92 per cent) schemes operated during the survey week.
  • 36 per cent of schemes were primarily aimed at people aged 65 and over, 42 per cent were aimed at people aged 18-64 and 13 per cent were aimed at carers. For the remaining 9 per cent of schemes either the age was unknown or the primary client type was classed as other.
  • during 2007/08 an estimated £248 million of social services funding was spent on person-centred schemes run by independent organisations. A further £23 million was spent on these person-centred services from other.
