Summary

Please note: The Community Care Statistics 2008-09: Grant Funded Services (GFS1) Report - England has been amended and this is the second version that has been issued. Data for a small number of schemes, affecting three councils, were incorrectly reported within the original version of the report. Correcting this has caused minor changes to some reported national and sub national figures, in addition to altering data reported for three councils. We apologise for any inconvenience this may cause.

This report presents information on the number of people who are helped to live more independently in their own homes as a result of schemes provided by voluntary and other organisations in the independent sector, through grants from Councils with Adult Social Services Responsibilities (CASSRs) in England. The schemes included in the Grant Funded Services return (GFS1) provide services that do not form part of a formal care package agreed by the council, but which are nevertheless funded with grants from social services and other council budgets.

The information was collected during a survey week between the start of September and the end of November 2008. Organisations were requested to return information on all adults aged 18 and over who had received person-centred services during the survey week. They were also asked to provide details of the funding given to schemes during the financial year 2008-09, and whether it was sourced from social services budgets or other council budgets. The reported estimates of people helped are derived from the actual numbers of people helped by each scheme in the survey week, the proportion of each scheme's cost that is provided by the council and the proportion of this money that originates from social services budgets.

These data were the third set collected since the inauguration of GFS1 in 2006/07. However, due to changes in the inclusion criteria for grant funded schemes provided by organisations this year, comparisons have not and should not be made with GFS1 data from previous years.

Highlights

  • During the survey week in 2008, an estimated 336,900 adults used person-centred services operated by organisations grant funded from CASSR social services budgets.
  • 51 per cent of those receiving person-centred services were aged 65 and over, 22 per cent were recipients of person-centred services aged 18-64, 18 per cent were designated as carers (of adults of 18 and over) and 8 per cent were recorded as others.
  • A total of 8,859 qualifying schemes received funding from CASSRs in 2008-09. Of these, 8,195 (93%) received some element of their funding from social services budgets.
  • On average, councils funded 55 schemes through social services budgets, although the median number of schemes funded was 37. Just under 15 per cent of councils funded over 100 schemes through social services budgets.
  • During 2008-09, £298 million of social services funding was spent on qualifying social care schemes run by external organisations. A further £31 million was granted for equivalent services from other council budgets.
