Summary

The indicators aim to provide clear, comparative information for Clinical Commissioning Groups (CCGs) and Health and Wellbeing Boards (HWBs) about the quality of health services commissioned by CCGs and, as far as possible, the associated health outcomes.


Highlights

October 2022: This is the last CCGOIS publication. All Clinical Commissioning Groups (CCGs) were statutorily abolished on the 1 July 2022, and from this point all statutory obligations are managed by the Integrated Care Boards (ICBs). ICBs were established as statutory bodies from July 2022 and succeed Sustainability and Transformation Partnerships (STPs). These came into effect on 1 July 2022. A transition phase has been implemented from 1 July 2022, during which the 106 Organisation Data Service (ODS) codes that identified CCGs will be temporarily retained, but the names will be changed to identify the ‘Sub ICB Location’.

 

New data periods or sign-posting have been presented for all indicators where data is immediately available. At the time of the last publication, indicators 3.15 and 5.1 required additional development work due to an update to the Hospital Episode Statistics Continuous Inpatient Spells data. The development work has been completed and data for these indicators has been included.

  • COVID-19 and the production of statistics

The coronavirus (COVID-19) pandemic began to have an impact on Hospital Episode Statistics (HES) data late in the 2019-20 financial year, which continued into the 2020-21 financial year. This means we are seeing different patterns in the submitted data, for example, fewer patients being admitted to hospital, and therefore statistics which contain data from this period should be interpreted with care. New data periods have been added for the following existing indicators:

  • 1.2 Under 75 mortality from cardiovascular disease
  • 1.4 Myocardial infarction, stroke and stage 5 chronic kidney disease in people with diabetes
  • 1.6 Under 75 mortality from respiratory disease
  • 1.7 Under 75 mortality from liver disease
  • 1.8 Emergency admissions for alcohol related liver disease
  • 1.9 Under 75 mortality from cancer 
  • 1.20 Mortality from breast cancer in females 
  • 1.21 All-cause mortality - 12 months following a first emergency admission to hospital for heart failure in people aged 16 and over 
  • 1.22 Hip fracture: incidence
  • 2.2 Proportion of people who are feeling supported to manage their condition
  • 2.6 Unplanned hospitalisation for chronic ambulatory care sensitive conditions
  • 2.7 Unplanned hospitalisation for asthma, diabetes and epilepsy in under 19s
  • 2.8 Complications associated with diabetes 
  • 3.1 Emergency admissions for acute conditions that should not usually require a hospital admission
  • 3.2 Emergency readmissions within 30 days of discharge from hospital
  • 3.3 Patient reported outcome measures (PROMs) for elective procedures
  • 3.4 Emergency admissions for children with lower respiratory tract infections
  • 3.14 Alcohol-specific hospital admissions
  • 3.15 Emergency alcohol-specific readmission to any hospital within 30 days of discharge following an alcohol-specific admission
  • 3.17 Percentage of adults in contact with secondary mental health services in employment
  • 5.1 Patient safety incidents

The following indicators have been signposted to publications with new data periods:

  • 1.5 Mortality within 30 days of hospital admission for stroke
  • 1.14 Maternal smoking at delivery
  • 5.3 Incidence of Healthcare Associated Infection (HCAI) - Methicillin-resistant Staphylococcus aureus (MRSA)
  • 5.4 Incidence of Healthcare Associated Infection (HCAI) - C. difficile
