Issue with the valid SNOMED codes in the LD reference set

We have been notified of some incorrect changes to the list of SNOMED codes (LD_COD cluster) used to identify people with a learning disability. These codes are inflating the number of people on the QOF Learning Disability Register. 

 

Some of the codes that were added in error have been removed from the LD refset and updated release packs were made available to GP System Suppliers at the end of November. However, in this publication there may be increased numbers of patients within the indicators and counts due to these codes and the number of patients appearing to meet the Learning Disability definition may be higher.

 

We expect some of the coding errors to be rectified in the publication of January 2024 data, but not all are expected to be fully resolved until the publication of the February 2024 data.

Summary

The learning disabilities health check scheme is designed to encourage practices to identify all patients aged 14 and over with learning disabilities, to maintain a learning disabilities 'health check' register and offer them an annual health check, which will include producing a health action plan.

The learning disabilities health check scheme is one of a number of GP enhanced services. Enhanced services are voluntary reward programmes that cover primary medical services; one of their main aims is to reduce the burden on secondary care services.
