Personal Health Budgets: Quarter 2 2022-23

This publication was previously reported at CCG level but these organisations were statutorily abolished on the 1 July 2022, and from this point all statutory obligations are managed by Integrated Care Boards (ICBs).  A transition phase has been implemented from 1 July 2022 during which the 106 Organisation Data Service (ODS) codes that identified CCGs will be temporarily retained, but the names will be changed to identify the ‘Sub ICB Location’.

Summary

This publication provides Management Information (MI) for Integrated Care Boards (ICB) in England who submitted data on Personal Health Budgets (PHB) for Quarter 2 2022-23 (July - September 2022).

By the end of Quarter 2 2022-23 (September 2022) just under 112,000 people had received Personal Health Budgets in England.

111,808 people received Personal Health Budgets

98,658 adults and 13,150 children and young people received Personal Health Budgets by the end of Quarter 2 2022-23.

20,342 adults with a Personal Health Budget were eligible for Continuing Healthcare (CHC)

NHS Continuing Healthcare (NHS CHC) is a package of care for adults aged 18 or over which is arranged and funded solely by the NHS.

22% of Personal Health Budgets were delivered as direct payments

73% of Personal Health Budgets were delivered as notional budgets, 22% as direct payments and 5% as third party budgets.

A notional budget is where the NHS arranges and pays for the care; a direct payment is where the individual receives payment to buy care and support, and arranges it themselves; and a third party budget is where another organisation receives the payment and arranges the care.
