From now onwards, we will not be allowing any more onboarding to the NRL Version 2.8.0 service (unless your onboarding is already being processed).
Overview
Use this API to locate and access patient information shared by other healthcare organisations, to support the direct care of those patients, using the National Record Locator (NRL).
For example, an ambulance service treating a patient could access their "mental health crisis plan" (if they have one) as a PDF document directly from their mental health service provider. This would help a patient get more appropriate care from the emergency services.
As a "provider" who holds information about patients, you can:
- create a pointer in the NRL to your information
- replace your NRL pointer with a newer pointer, superseding the old one
- update your NRL pointer status to "entered in error"
- delete your NRL pointer to this information
As a "consumer" who needs access to the patient information being shared by providers, you can:
- search for information by parameters including information ID, patient, information provider, information type, or number of matching results
- retrieve an NRL pointer and access the information
There is a growing list of health and social care organisations authorised to share records using NRL.

Who can use this API
This API can only be used where there is a legal basis to do so.

Service level
This API is a bronze service, meaning it is operational and supported only during business hours (8am to 6pm), Monday to Friday excluding bank holidays.

Specifically, it is based on the HL7 FHIR STU3 Messaging Implementation.

Network access
This API is available differently for information providers and consumers:
- providers can use the internet or the Health and Social Care Network (HSCN)
- consumers must use HSCN
Information providers can connect to NRL over the internet or HSCN to:
- manage their pointers
- accept Spine Security Proxy (SSP) connections from information consumers wanting to retrieve information
Information consumers can also interact with NRL and SSP over the internet or HSCN, but need an HSCN connection to use the Spine Directory Service (SDS) to look up the provider's ASID as part of the retrieval process. SDS is only available via HSCN.

We have developed an NRL demonstrator application to quickly explain basic NRL functionality.

The base URL for the provider and consumer interactions are the same, but the interaction is based on the path and HTTP verb used, for example:

In addition, our reference implementation allows you to send requests and view responses with test data through a clone of the NRL API, without needing to worry about access to testing environments.

Onboarding
You must get your software onboarded before it can go live.
As part of onboarding, this API uses the Supplier Conformance Assessment List (SCAL) process.
This involves you completing an assessment, looking at a range of criteria including:
- technical conformance
- data protection
- security
- clinical safety
- benefits measurement
- business process review and updates
- service operations
The assessment is based on whether you are an information consumer, provider or a software development organisation.
Specifically, to use NRL:
- your system must be accredited through our assurance and onboarding process
- you must have an endpoint certificate and associated ASID for the environment (DEV, INT, LIVE) you wish to connect to
- your endpoint must be configured with the required interaction ids and service permissions
- you must trace and verify any NHS numbers before you use them in an NRL interaction, with the Personal Demographics Service
- you must use a JSON Web Token (JWT) for all interactions with NRL and Spine Security Proxy (SSP)
