ODS Implementation of Integrated Care Boards from July 2022

Integrated care boards (ICBs) succeeded sustainability and transformation partnerships (STPs) and replaced the functions of clinical commissioning groups (CCGs) in July 2022.

To support their implementation, NHS England and Improvement (NHSEI) commissioned NHS Digital’s Organisation Data Service (ODS) team to implement ICBs into Organisation Reference Data (ORD).

Although ICB boundaries were established and known there was not enough clarity around 'ICB Place' and how (if at all) ODS should represent 'Place'. Therefore, in August 2021 NHSEI decided that ICBs be implemented into ORD in two phases:

Transition phase – July 2022

This:

• retained the current active codes identifying STPs, re-naming them to reflect the new legal entity of ICB 
• ended current non-primary role (RO262 Sustainability and Transformation Partnership) on the 30 June 2022
• created a new non-primary role ‘Integrated Care Board’ with effect from the 1 July 2022, in addition to the existing primary role ‘RO261 Strategic Partnership’

• established a new non-primary role for active CCG codes to reflect the Sub ICB Location, under Primary role ‘RO98 Clinical Commissioning Group’

• implemented parliamentary approved boundary changes

Implementation phase (on hold for the foreseeable future)

The ICS coding structure introduced on 1 July 2022 to support the implementation of ICSs (ICB codes and ICB sub-location¹ codes, their names, geographies using postcodes, assigned GP practices) will remain unchanged until further notice. There will be no further changes for ICS implementation. Business as usual changes (for example, ONS 2021 census) will continue as normal.

This page provides a summary of changes to ORD for the Transition Phase only, that took effect from 1 July 2022. ODS strongly recommended that ORD users assessed the impact of the changes, to enable the completion of any preparatory work needed within your systems and processes, ready for implementation of the changes.

All 7 NHSE Region codes were retained, no name changes.

All 42 ODS codes previously denoting STPs were retained but renamed to become integrated care boards. All 42 ODS codes retain their current Primary Role (Strategic Partnership). 

A new Non-Primary Role of ‘Integrated Care Board’ was added to each of the 42 ICB codes, starting 1 July 2022. Their current STP Non-Primary Role ended 30 June 2022.

All 106 ODS codes previously denoting CCGs were retained³ but renamed to become '[ICB Name] – [CCG ODS code]'. Note that these ODS codes will also retain their current Primary Role (CCG).

A new Non-Primary role of ‘Sub ICB Location’ was added to each of the 106 existing CCG codes, starting 1 July 2022.

All 16 geographic Commissioning Hub codes were retained, no name changes.

Organisations located within an LSOA that moved CCG/ICB and had a relationship to a CCG or STP as of 30 June 2022, had that relationship updated to reflect the boundary change.

Agreed naming convention for 2022/23: [ICB name (with suffix abbreviated to ICB)] - [legacy CCG ODS code]

All ICB and Sub ICB Location/Geographic Area code names for 2022/23 can be seen within the Change Summary - ICB 22-23 Yr Renaming.

In July 2021 boundary changes that affect four geographic areas were approved. LSOAs will be moving from existing CCG and/or STP boundaries into new geographical area and/or ICB boundaries.

Information about each affected geographical area follows. In summary, from July 2022 these changes will result in:

A list of LSOAs moving for each geographical area is available within the Change Summary ICB 22-23 - Yr1 Boundary Changes.

A forward-view, test version of the ONS supplied postcode files that incorporate the boundary changes, will be published on the ONS postcode files web page from June 2022 (based on May 2022’s postcode data).

LSOAs which currently form the entirety of NHS Bassetlaw CCG⁵ (02Q) will move from South Yorkshire and Bassetlaw STP (QF7) to NHS Nottingham and Nottinghamshire Integrated Care Board (QT1). This will reduce the boundary of QF7 and expand the boundary of QT1, which in turn, will reduce the boundary of North East and Yorkshire Commissioning Region (Y63) and expand the boundary of Midlands Commissioning Region (Y60). CCG code 02Q and its current boundary will be retained. 

Organisation records located in the Bassetlaw area that have:

• an active relationship to 02Q on 30 June 2022 will retain this relationship from 1 July 2022; 02Q will have a relationship change from QF7 to QT1
• an active relationship to QF7 on 30 June 2022 will have a relationship change to QT1

LSOAs from the West Birmingham area, currently part of NHS Black Country and West Birmingham CCG⁶ (D2P2L), will move to NHS Birmingham and Solihull ICB – 15E (15E), and will therefore split from The Black Country and West Birmingham STP (QUA) and move to NHS Birmingham and Solihull Integrated Care Board (QHL). This will reduce the boundaries of D2P2L and QUA and expand the boundaries of 15E and QHL.

Organisation records located in the West Birmingham area that have a direct, active relationship to D2P2L or QUA on 30 June 2022 will have a relationship change to 15E or QHL from 1 July 2022. 

ODS codes for organisations located in the West Birmingham area that have an active relationship to D2P2L or QUA will move:

LSOAs forming the Glossop area, currently part of NHS Tameside and Glossop CCG⁷ (01Y), will move to NHS Derby and Derbyshire ICB – 15M (15M), and will therefore split from NHS Greater Manchester STP (QOP) and move to NHS Derby and Derbyshire Integrated Care Board (QJ2.) This will reduce the boundaries of 01Y and QOP and expand the boundaries of 15M and QJ2, which in turn, will reduce the boundary of North West Commissioning Region (Y62) and expand the boundary of Midlands Commissioning Region (Y60).

Organisation records located in the Glossop area that have a direct, active relationship to 01Y or QOP on 30 June 2022 will have a relationship change to 15M or QJ2 from 1 July 2022.

ODS codes for organisations located in the Glossop area that have an active relationship to 01Y or QOP will move:

LSOAs forming the Oundle area, currently part of NHS Cambridge and Peterborough CCG⁸ (06H), will move to NHS Northamptonshire ICB – 78H (78H), and will therefore split from NHS Cambridgeshire and Peterborough STP (QUE) and move to NHS Northamptonshire Integrated Care Board (QPM). This will reduce the boundaries of 06H and QUE and expand the boundaries of 78H and QPM, which in turn, will reduce the boundary of Y61 and expand the boundary of Y60.

Organisation records located in the Oundle area that have a direct, active relationship to 06H or QUE on 30 June 2022 will have a relationship change to 78H or QPM from 1 July 2022⁹.

ODS codes for organisations located in the Oundle area that have an active relationship to 06H or QUE will move:

From 1 July 2022, ODS will reparent organisation records (ODS codes) that are located within one of the four geographical areas affected by boundary changes and which have a direct, active relationship to a CCG or STP as at 30 June 2022, over to their new Sub IC Location/geographical areas or ICB.

This will see relationship changes for approximately 700 organisation records. Note that this figure is for Organisation Reference Data (ORD) only and is approximate; existing ODS codes or new ODS codes which would be affected by the boundary changes could close or be introduced into ORD prior to 1 July 2022.

 GP Practice membership changes that are exceptions or additions to the approved boundary changes.

Wansford

This GP practice is located in the Oundle geographical area which will be moving from 06H, QUE and Y61 to 78H, QPM and Y60. To reflect specific local considerations the GP practice will retain its current membership under 06H.

Stackyard and Woolsthorpe Surgery

This GP practice is changing CCG membership but this has no effect on geographic borders or ONS resident populations because the practice (and patients) are already physically located within the boundaries of the CCG to which they are moving (practice is currently located outside of the CCG area to which it belongs).
