Guidance for merging organisations

This guide outlines the steps merging organisations must take to register people to submit a merged organisation’s Cancer Waiting Time (CWT) data.

The Strategic Data Collection Service (SDCS) is used by CWT to upload the data that you submit - it also is responsible for user access to the system. When mergers occur, the user access is set up in SDCS, so the relevant forms and guidance also refer to SDCS.


Before the merger is live

NHS England’s Organisation Data Service (ODS) will confirm to the merging organisations that the merger is approved to occur on a certain date. Such changes are tracked on the NHS England ODS organisation changes webpage.

Action to take before the merger is live

The merging organisation must decide who is going to have submitting permissions on SDCS for CWT. These submitters can be either current or new.


Please choose which organisation type is being merged:

Provider - such as a Trust or other organisation that primarily submits data to the Cancer Waiting Times system

Commissioner organisation


Provider merger - user management

Steps taken by organisations involved in a provider merger to ensure the new organisation can continue to submit CWT data.

NHS England are notified of an organisation or relationship restructure.

The new organisation establishes a senior user who must contact and verify their status with NHS England Collections Team.

Senior user sends a data user certificate form to NHS England describing who will require access to the Strategic Data Collection Service (SDCS). This is emailed to NHS England Collections Team whilst CC'ing themselves in as the responsible user requesting changes.

The old organisation(s) submit a data user certificate form to NHS England's National Service Desk (NSD). Access to organisation data is defined for users upon the organisation change.

The senior information risk owner (SIRO) or data user certificate (DUC) form owner of the new organisation is notified of who needs access to SDCS.

The NHS England Data Collections Team set up access to old/new organisation data (as specified) for users in new organisation.


Steps taken by new organisation

Organisational data changes sent from NHS England.

New organisation organises the senior user/senior information risk owner (SIRO) to mange the transfer of users.


Steps taken by old orgnisation

Old organisations need to send through the access details to the new org SIRO/data user certificate (DUC) form owner.


How the DUC form is used in the provider organisation merge process

DUC form sent through to NHS England Data Collections.

Data Collections then set up the users and the relevant access to organisational data.

Data collections remove access of users in old organisations who have not been identified by the new organisation of requiring ongoing need to access the system.

A note on information governance and DUC forms

The Information Governance (IG) Management, often the Senior Information Risk Officer (SIRO) must submit a Data User Certificate (DUC) form to the NHS England National Service Desk ([email protected]). This DUC form for the merged organisation needs to list every submitter who will submit CWT data for the merged organisation. Only those submitters on the DUC form for the merged organisation will have SDCS CWT submission permissions.

*Submitter 3 is not required to submit records for the merged organisation, so access was revoked.


Commissioner organisation merger - user management

Steps taken by organisations involved in a commissioner organisation merger to ensure the new organisation can continue to submit CWT data.

New organisation emails request to NHS England's Data Access request Service (DARS) with details of who will require SDCS access in new organisation, CC'ing themselves in as responsible user requesting changes.

NHS England's DARS team liaise with new organisation to support transfer and updates of data sharing agreements to new organisation.

Access to organisation data is defined for users upon organisation change. Old organisation must notify new organisation SIRO of who needs access and DARS request completed.

NHS England Data Collections Team set up new organisation user access to enable access to old/new organisation data (as specified).


Steps taken by NHS England and new organisations in a CCG merger

Organisational data changes sent from NHS England.

New organisation organises the senior user/SIRO to mange the transfer of users.


The role of NHS Digital's Data Access Request Service in a CCG merger

NHS England DARS Team contact new organisation to consult on setup/migration of Data Sharing Agreements (DSAs).

Old organisations need to send through the access details to the new organisation SIRO to go into the new DARS submission.


How NHS Digital's DARS and Data Collections team liaise to set up users with the relevant SDCS access

Data Collections team at NHS England set up the users and the relevant access to organisational data for the CWT system.
