Learning Disability and Autism Commissioner Logic Mental Health Services Data Set (MHSDS)

This guidance provides the logic used in the development of the commissioner measure reported in Mental Health Services Data Set (MHSDS).
Data are produced at commissioner level for Learning Disabilities and Autism (LDA) inpatients that are accessing the mental health services in the month.
This commissioner measure is produced for the following flow measures:
- open at the start of the month
- in care previous month
- admissions in the month
- admitted and discharged in the month
- open at the end of the month
Data tables/items used:
MHS101 Service or Team Referral
- Organisation Code (Code of Commissioner)
MHS512 Hospital Spell Commissioner
- Organisation Code (Code of Commissioner)
- StartDateOrgCodeComm
- EndDateOrgCodeComm

The logic
The organisation code (code of commissioner) from the MHS512 Hospital Spell Commissioner table supersedes the one from MHS101Service or Team Referral table.
This means that if there is an open MHS512 Hospital Spell Commissioner record, this record should be used instead of the one from MHS101table unless MHS512 is invalid (for example PCTs or Q codes).
If there is more than 1 Hospital Spell Commissioner record open at the end of the period for a hospital spell, a rank will be applied to
- select the most recent start date (StartDateOrgCodeComm)
If they have the same start date, then
- the most recent MHS512UniqID is selected
If there is more than 1 Hospital Spell Commissioner record with an end date (EndDateOrgCodeComm) in the month, the rank is then first applied to
- select the most recent end date (EndDateOrgCodeComm)
If they have the same end date, then
- select the most recent start date If they have the same start date, then
- select the most recent MHS512UniqID
The organisation code (code of commissioner) is linked to a reference table (Org_Daily) to ascertain its validity.
When linking to Org_Daily, organisation code (code of commissioner) is linked on both a 3 letter version of the org code and the full version of the org code. This ensures that any commissioner code with a suffix of ‘00’ is dealt with correctly and not assigned as invalid because they do not exist in Org_Daily.
