Announcement of a delay to the February '24 publication!
Unfortunately we are having to delay the Learning Disability Services Monthly Publication which is due to be published on Thursday 15th February. We have found issues to some processing which has resulted in missing data in the publication outputs and are currently looking to resolve these with urgency. Until the issue is fixed we do not have an estimated date as to when we can issue the publication. NHS England apologise for any inconvenience caused by this delay and are working hard to issue this publication as soon as we can. the publication affected is the below:

Changing the submission windows for the Mental Health Services Data
To provide more timely statistics in the Mental Health Services Monthly Statistics and Learning Disability Services publication series, from October 2023 activity, revised submission windows have been introduced to support a move to reporting performance data in the month following activity. Editions of the series from this one onwards are affected by this change, and each publication page will contain data relating to one month only.
The September 2023 performance publication contains all data relating to the reporting period in it.
The October 2023 performance publication does likewise with the exception of restraints data. This is because the restraints data is being published in the second month following the activity. Providers have indicated that there is often some delay until the restraints data is available for them to submit. As a result, the timeliness with which NHS England receives restraints does not currently support 'first cut' reporting, although it may do in the future should timeliness improve.
The October 2023 publication will have ‘second cut’ restraints data added to it on 18th January 2024. We will also publish November 2023 data on this day, again omitting the ‘first cut’ restraints data (assuming timeliness is still an issue), ensuring it is added in February 2024 once 'second cut' restraints data is available.

The Master Provider and Site List in Assuring Transformation
From October 2023 a Master Provider and Site List (MPSL) has been developed for mental health inpatient services for people with a learning disability and autistic people. This MPSL has been incorporated into Assuring Transformation on the Clinical Audit Platform (CAP) so that data submitters can pick from a much smaller list of inpatient services for people with a learning disability and autistic people.

Summary findings from the AT dataset
Main findings
Data collected at the end of December 2023 shows that:

There were 2,030 learning disabilities and/or autism inpatients at the end of the month.

More patients were discharged (80) than admitted (130) to hospitals.

95 (72%) were discharged back into the community.

Many inpatients have been in hospital for a long time. Of those in hospital at the end of the month, 1,080 (53%) have had a total length of stay of over 2 years. This includes 355 who have been in hospital for more than 10 years.

890 (44%) inpatients are in a secure ward.

There were more males (1,370) than females (645) in hospital (67% were male).

The largest number of inpatients (620, 31%) were aged between 25-34, and the lowest number (50, 3%) were aged 65 and over.

80 were admitted to hospital. Of these 40 were first admissions, 15 were readmissions within a year of the previous discharge, and 25 were transfers from other hospitals.

480 inpatients (24%) last had a review of care over 6 months ago.

29% of inpatients (495) in hospital travelled up to 10km for care or treatment, whilst approximately 34% of inpatients (575) in hospital travelled over 50km for care or treatment.

835 inpatients (41%) have a date planned for them to leave hospital.
Inpatients
Overall Counts
There were 2,030 learning disabilities and/or autism inpatients at the end of the month. Of these, 1,955 have been receiving care from the start of the month.
Of the NHS England commissioning regions, Midlands accounts for the highest proportion of learning disabilities inpatients (21% of the total), whilst South-West has the lowest (9% of the total).
Inpatient Age and Gender
(200, 10%) of inpatients are under 18 and (50, 3%) are 65 and over. The largest number of inpatients are in the 25-34 group (620, 31%).
Overall, there were more males (1,370) than females (645) in hospital (67% were male).
Total Length of Stay
An inpatient’s total length of stay is the time since the date of their first admission to any hospital as part of this continuous period of inpatient care.
Of those in hospital at the end of the month, 1,080 (53%) have had a total length of stay over 2 years. This includes 355 who have been in hospital for more than 10 years.
Ward Security Level
1,140 (56%) inpatients are in a non-secure ward, and 890 (44%) are in a secure ward. 65 (3%) inpatients were in a high secure ward setting.
Non-secure wards include inpatients in general wards and psychiatric intensive care units (PICU). Secure wards include patients with low, medium and high secure ward settings.
Time since most recent review of care plan
965 (48%) inpatients had a review of care within the last 12 weeks. 480 (24%) last had a review of care over 6 months (26 weeks) ago.
Admissions
Counts of admissions include people who were admitted in the month and who were admitted and discharged in the month. For further details see the Glossary and Definitions in the AT Appendices.
Admissions by Status on Admission
80 were admitted to hospital during October 2023. Of these 40 were first admissions in a year, 15 were readmissions within a year of the previous discharge, and 25 were transfers from other hospitals.
Source of Admission
Patients were most commonly admitted from their usual place of residence (46%), followed by from other hospital (mental health/LD) (31%).
Discharges / transfers
Counts of discharges include people who were discharged in the month and who were admitted and discharged in the month. Discharges includes where patients were transferred to other hospitals.

Discharge Destination
130 inpatients were discharged from a hospital during October 2023. Of these 95 (72%) were discharged back to the community. 30 (22%) were transferred to another hospital setting.
