Exemption from 'Official Statistics' designation

The Data Quality chapter provides an assessment of the quality of the statistical output of the MHSDS Monthly publication series.  This is set out in reference to the UK Statistics Authority (UKSA) Code of Practice for Official Statistics.

Although the ‘Official Statistics’ designation is stated underneath the publication title above, users should be aware that the designation does not currently apply to this edition of the series.  It does, however, remain applicable to all editions up to and including Performance July 2022.

Impact of Cyber Incident on MHSDS data submissions

Unfortunately, a number of providers of MHSDS data have been affected by a recent cyber incident. NHS England has actively worked with these providers to understand how best to resolve any data submission issues that may have occurred as a result. We also continue to encourage affected providers to reach out to [email protected] as well as their regional Emergency Preparedness, Resilience and Response (EPRR) teams.

Issue with DQ VODIM Metrics DQM57 to DQM62

NHS England have uncovered an issue with the DQ VODIM files associated with this publication. The metrics impacted are DQM57 to DQM62. For these metrics, valid values were incorrectly identified as Invalid.

These values have not been removed or updated but should be disregarded by users when using the VODIM files.

Summary

This publication provides the timeliest picture available of people using NHS funded secondary mental health, learning disabilities and autism services in England at Provider level. This information will be of use to people needing access to information quickly for operational decision making and other purposes. More detailed information on the quality and completeness of these statistics is available in the Data Quality section, as well as within the Data Coverage and Data Quality VODIM and Integrity files available under 'Resources'.


Highlights

Release of 'End of Year Final' 2022-23 data

'End of Year Final' versions of the main monthly csv files for each month between April 2022 and March 2023, collected under MHSDS version 5, which reflect revised 2022-23 Multiple Submission Window Model submissions that occurred after 'Performance' monthly data had already been published are now available.   These csvs include a complete set of breakdowns, including the national level data that was omitted from the corresponding performance csv released at the time for each month between August 2022 and March 2023.

Impact of Cyber Incident on MHSDS data submissions

Although the impact on Performance June and July 2022 monthly data was quite limited, the impact from Performance August 2022 onwards is much more substantial. As such, actual national level data has been omitted from all outputs that are part of this Performance March 2023 publication, other than the DQ vodim CSV and ASCOF CSV files. It was not considered appropriate to publish actual national level Performance March 2023 data at present, given that these data are not an accurate reflection of activity for that month.

NHS England have, however, produced national level estimates which have been calculated through imputation.  The latest available estimates relate to Performance March 2023 and are available from the National Estimates Supplementary Information page.  

Data at Provider and Local Authority level data are still included within this publication.  Comparisons between providers not impacted by the cyber incident are still valid, as are comparisons between Performance March 2023 data and that of previous months for any given non-cyber incident impacted provider.

We will continue to monitor this situation with regards to subsequent months’ publications. No changes to submission processes will be introduced while service providers are actively dealing with this issue.

Breakdowns relating to new commissioning structures 

Breakdowns relating to the new commissioning structures (ICB, Sub ICB, Commissioning Region) which superseded legacy commissioning structures (STP, CCG, Commissioning Region) on 1 July 2022 are available for Performance March 2023. 

These breakdowns are, however, also substantially impacted by the cyber incident.  They are not an accurate reflection of activity for Performance March 2023, although some ICBs/Sub ICBs/Commissioning Regions are impacted more than others.   As such, these breakdowns have been separated out from all outputs that are part of this publication, and transferred to a dedicated ICB and Sub ICB location Supplementary Information page. 

We have also updated all interactive dashboards to include new commissioning structure breakdowns for all months from Performance July 2022 onwards.

Announcement regarding Performance April and Provisional May 2023 data

Ahead of the July publication of Performance April 2023 and Provisional May 2023 data, NHS England can announce that all breakdowns will be reinstated into the publication next month. This includes observed national data and sub national commissioning data. National data will no longer be imputed.

Additionally, a number of new metrics will be added to the publication. These new metrics relate to Children and Young People’s Outcomes, Individual Placement Support, Urgent and Emergency Care, Out of Area Placements and Restraints. Further detail on the constructions and notes around the metrics will be published alongside the July publication.

Redaction of annual data 

The Final March edition of the Mental Health Services Monthly Statistics usually contains some data relating to the number of people in contact with services and the number of people who have spent time as an inpatient in the financial year. This annual data is not included in this publication due to the cyber incident. Discussions are continuing about how best to present annual data for 2022-23 and an update will be issued in due course.

Additional Provisional data

The 'MHSDS Monthly: Provisional MMM YYYY MHSDS Data File' usually contains data on a more limited set of metrics than the corresponding 'MHSDS Monthly: Performance MMM YYYY MHSDS Data File'.  From this publication onwards however, each of these data files reports on the full set of metrics.  Furthermore, a provisional version of the Restrictive Interventions CSV file is also being made available, though the Restrictive Interventions dashboard will continue to display performance data only.

The release of this additional provisional data has been undertaken with the aim of improving data quality.

Key Facts Based on 'End of Year Final' data

  • At the end of March, there were 1,761,199 people in contact with services; the majority of these (1,152,931) were in adult mental health services.
  • There were 440,607 people in contact with children and young people’s mental health services and 222,871 in learning disabilities and autism services.
  • 465,072 new referrals were received into services during March and 2,165,855 care contacts were attended.
  • 21,016 people were subject to the Mental Health Act at the end of March, including 15,861 people detained in hospital.

Mental Health Services Time Series Dashboard

The Mental Health Services Time Series Dashboard provides time series data for a number of key metrics within the publication with data dating back to April 2016. The dashboard also presents visuals for the demographic breakdowns alongside a small number of metrics shown at CCG / Sub ICB level.

The underlying data has also been made available in CSV format.  Please refer to 'MHSDS Monthly: Time Series Data for Selected MHSDS Measures, April 2016 to Performance March 2023 CSV' available under 'Resources'.

This is the eighteenth monthly release using data collected under MHSDS version 5.  Please refer to the January 2022 publication for an outline of the changes to the dataset introduced by the move to MHSDS version 5.  Full details of the changes to the dataset are available in the Technical Output Specification and the updated constructions for all measures in this publication are available in the metadata file.
