Completeness
For the previous quarters, the requirement was for data providers to only update data if there were any changes or new plots to declare, rather than using the “commit” function at collection close.
All plots were effectively “opened” on the system at the start of quarter 3, i.e., made live, and a stage of “open” was conferred on them. Trusts who had declared they had no surplus land at the end of quarter 2 2023/24 did not have to update the system unless new plots had been identified.

- The table above shows that of the 409 plots on the system during the quarter 3 collection window, 147 were updated during the period
- 238 remained as they were at the start of the quarter and changes were started to 24 plots but not finished (so their stage is recorded as “ongoing”, and the return is incomplete)
- Note that any new plots added (16 during quarter 3) will have a stage of either updated or ongoing; open plots are those carried through from quarter 2 2023/24 with no changes made. However, some providers that declared surplus plots were unable to provide accurate figures for all fields - please see 'Known issues' section below.
Data entry and validation
All data are provided via NHS England's Estates and Facilities Management (EFM) system, which includes internal validation methodology to help towards responses that are accurate and within expected ranges. The collection system has functionality to ensure that only relevant questions are completed e.g., by adding / removing data fields depending on answers provided to specific related questions. A record of data cannot be completed until all required responses have been entered.
For quarter 3, providers were only required to enter and/or update data if there have been any changes during quarter 3 2023/24. As usual, the system was briefly closed for access whilst the extract is taken and then the next quarter being opened was announced to data providers
Known issues
The following table describes known issues relating to the Quarter 3 2023/24 return. We have included details of the provider type, and how many affected plots were “sensitive”, as data users will only be able to access details for non-sensitive plots in the .csv file.
The next section details data quality issues in the values provided against each data field; any plots identified as “sensitive” are not visible in the .csv data file.
