Register to use DLP

The first step is to notify NHS England of your interest in using DLP by completing the registration form and emailing it to [email protected].

The service management team will process your registration form and let you know if you need to access DLP using NHS Care Identity or NHS England Applications (NHS E Apps).   

Note that NHS users are expected to use NHS Identity. 

NHS users 

  • If you already have a Smartcard (or can get a Smartcard through existing processes in your NHS organisation) you will be expected to use it to access DLP over an N3/HSCN connection. 

  • If you do not have a Smartcard (and cannot get hold of a Smartcard through existing processes in your NHS organisation), and/or you do not have an N3/HSCN connection, you can still access DLP using NHS Care Identity and an internet connection with one of the other approved authentication methods

  • Using either of these methods means you must have a Care Identity Profile which will need to be verified by a Registration Authority (RA).

Non-NHS users 

  • If you do not have a Smartcard, are unable to apply for one, and do not have access to a Registration Authority (RA) to set up an NHS Care Identity, you can register via NHS England Applications and follow the instructions on the Data Landing Portal (DLP) page to request access. 


Browser compatibility

Support is provided for Microsoft Edge and Google Chrome regardless of how you access DLP.

Both browsers require the installation of the NHS Credential Management.

NHS Credential Management is required only if users are accessing via NHS smartcards.

This will need to be installed by your local IT support.

Automated submissions

Logging into DLP for smartcard users

If you use a Smartcard and N3/HSCN connection to access DLP, you will need to get your Smartcard set up with the correct Role and Business Functions to access DLP as a Data Sender. These are:

  • Role - R8008
  • Business Functions - B0167, B0145, B1565.

For organisations with multiple sites, these should be added against ‘parent’ ODS codes rather than the code for an individual site, for example ABC rather than ABC01.

If your local Registration Authority (RA) requires further confirmation, please contact the NHS Digital Care Identity Service (CIS) by contacting [email protected].

If you do not have a local RA, you may be able to use NHS Identity to access DLP. Alternatively, you can approach any NHS trust or NHS England lead provider on the Commissioning Support Lead Provider Framework under Lot 1 who will be able to provide RA services.

Users can access DLP by following these steps:

  1. Click on the following URL (or copy and paste it into your browser’s address bar): https://dsp-portal.national.nhs.uk/

A pop-up menu will request the user to insert their Smartcard.

  1. Insert Smartcard into the card reader. A pop-up menu will appear, requesting Passcode
  2. Enter passcode. The smartcard will authenticate.
  3. Select the required role from the dropdown list and click select role.

Logging into DLP for NHS CIS2 users

If you access DLP using NHS CIS2 and an internet connection, follow these steps to log in: 

 

  1. Go to the URL https://dsp-portal.national.nhs.uk and select "Log in with my Care Identity". User with smartcard should use this option. 

  2. Choose the login method you were set up with during registration, then click continue. Depending on your selected method, you will be prompted to authenticate your details, complete authentication. 

  3. From the drop-down list, select the required role and click "Select Role." 

 


Logging into DLP for NHS E Apps (Okta) users

If you access DLP using NHS E Apps Okta and an internet connection, follow these steps to log in: 

 

  1. Go to the URL https://dsp-portal.national.nhs.uk and select "Log in as a third-party user". 

             A pop-up menu will request the user to enter their Okta credentials. 

  1. Authenticate your account using one of the methods presented. 

  2. From the drop-down list, select the required role and click "Select Role."
