Ambulance Data

About the dataset  

The Ambulance Service has multiple demands for data reporting. The implementation of a data set which consolidates data from their data warehouses into a secondary uses format will allow a new ‘single source’ for much of that reporting, as well as providing new information about patient outcomes via the items that link to SUS+.  

Background to the strategic commitment to an Ambulance Dataset is made at 1.33 of the NHS Long Term Plan 2019 referenced below which followed on from a recommendation in the Carter Report of 2018: 

“NHS England and NHS Improvement developing a single data warehouse and national data set for the ambulance service that underpins the Model Ambulance Service portal by autumn 2019. This should include a single service specific data dictionary” 

Ambulance Computer Aided Dispatch (CAD) data is ready for live use by Ambulance Services and commissioners but is not mature enough to be made publicly available. As such a tactical product has been introduced to allow for these works to continue with the Live Ambulance data now that the Pilot has been decommissioned.

Legal basis for the collection of the data  

The Health and Social Care Act 2012 (HSCA 2012) section 254. 

Data Provision Notice  

A Data Provision Notice (DPN) has been issued for the CAD element under section 259 of the Health and Social Care Act 20212 to request this data from providers. The Electronic Patient Record (EPR) DPN will be issued in the near future.

The UK GDPR Article 6 lawful basis for the processing of the personal data within this collection falls under: 

  • Article 6(1)(e) processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller. 

The UK GDPR Article 9 condition for processing special categories of personal data within the collection falls under: 

  • Article 9 2 (h) processing is necessary for the provision of health care or treatment, and for the management of health care systems or services.
