When and how to issue a temporary placement credential

What HR teams need to consider when thinking about issuing certain credentials in Digital Staff Passport to staff moving temporarily between trusts.

The issue

Staff should only be provided with one confirmation assignment credential. In some cases, where records have been created in ESR, it's possible to provide an employment assignment credential and a temporary placement credential when a staff member is moving to a new trust temporarily.

To avoid duplication, your trust will need to decide which to provide.


The cause

Where there is information relating to the new role in ESR, e.g. honorary assignment, you'll have the option to provide this information as a credential. You can also create a temporary placement credential in Digital Staff Passport, containing the same information.


What to do

The option to create a temporary placement credential is available in Digital Staff Passport for staff who do not have an entry in ESR.

If the staff member does not have an entry in ESR

Create a temporary placement credential and exclude the employment assignment credential from their eligibility checklist.

If the staff member already has an entry in ESR

ESR will generate an employment assignment credential for this staff member.

We recommend you do both of the following:

  • provide the employment assignment credential using data from ESR
  • exclude the temporary placement credential from the eligibility checklist

However, some HR teams may choose to issue a temporary placement credential anyway, in order to distinguish temporary staff more easily in their records. If you do this, you should remove the employment assignment credential from the eligibility checklists set up for temporary movers in Digital Staff Passport, so the service does not look for this information in ESR.

Use a consistent approach

We recommend that you apply consistency for all temporary staff in your trust. You should either:

  • create ESR records for all temporary movers and provide them with employment assignment credentials, and remove the temporary placement credential from eligibility checklists for temporary movers
  • create temporary placement credentials and remove the employment assignment credential from eligibility checklists for temporary movers
