Eligibility Data Product (EliD)
The Eligibility Data Product (EliD) service enables NHS England organisations and services to check whether an individual is eligible for a particular vaccination.
About this service
The Eligibility Data Product (EliD) service is designed as the single, definitive source of vaccination eligibility data. It will determine whether, according to data available to NHS England, an individual is considered to be:
a. eligible for a particular vaccination with the associated reasons
b. what next actions a person can take (for example, being directed to book a national appointment, or contact their GP etc.)
It standardises, enriches and summarises data from numerous sources (which are clinically assured where relevant) into one place. Business rules are then applied to determine individuals who meet the agreed criteria, and where they do, to generate suggested, personalised actions they may take.
The Eligibility Signposting API allows consuming systems to retrieve the current view of eligibility for one or more vaccine types, for a single individual, based upon the information contained within the Eligibility Data Product.
Benefits
Benefits include:
- creates a single source of consistent, trustworthy and clinically assured vaccine eligibility data to satisfy multiple use cases
- avoids misalignment of rules and data sources by creating a single source - this helps reduce existing clinical safety hazards and makes it easier to align with policy and customer requirements
- provides multiple use cases with a personalised or targeted approach to increase vaccine uptake and coverage as well as target and reduce health inequalities
- cost savings by avoiding duplication of complex functionality across many systems
- ensures data minimisation avoiding the need to replicate full data sources across many services and organisations
Who this service is for
This service is available to NHS England organisations and services that support direct care via the Eligibility Signposting API.
The service may also be used for non-direct care purposes, providing a suitable legal basis and business justification exists (this may restrict users to using non-personal data such as aggregate data).
What information is available
We use a variety of different data sources to determine whether an individual is eligible for a particular vaccination and if there are any recommended actions to get vaccinated.
We can determine if an individual is eligible for a vaccination based on:
-
age
- clinical risk
We cannot currently support identifying pregnant women or individuals who are eligible due to other risks such as their occupation. We can recommend actions for the individual to take, such as signposting them to appropriate services, based on:
- where they they live (address registered with their GP)
- their GP registration
Business rules can also be used to determine appropriate actions for the following scenarios:
- if they are already vaccinated
- if there is no current campaign
- if there is insufficient time since their previous vaccination
- if their next dose is not yet due (for multi-dose vaccinations)
