System activities and associated roles

NHS Cervical Screening Management System (CSMS) Smartcard users must have an appropriate role based access control (RBAC) role added to their NHS smartcard.

There is guidance for Registration Authorities and guidance for users on how to prepare to use the new Cervical Screening Management System.


1. List of participants due to be invited

This activity is undertaken by GP practices and is called the Prior Notification List (PNL).

Users include:

  • GPs

  • GP practice nurses

  • GP practice managers

  • GP admin staff

Users who need to manage the list of participants due to be invited for cervical screening in the near future will need to be assigned one of the below job role codes.

  • R1780 - practice manager
  • R0600 - practice nurse specialist practitioner       
  • R0620 - practice nurse
  • R8001 - nurse access role
  • R9809 - nursing associates
  • R9816 - trainee nursing associates
  • R1480 - healthcare assistant
  • R8003 - health professional
  • R8006 - medical secretary
  • R8010 - clerical access role
  • R1730 - receptionist
  • R8008 - admin
  • R8009 - admin

*Notifications page - GP practice users will only be able to view and process notifications in the CSMS of patients who are registered to their GP practice ODS code at the time of accessing the CSMS functions.


2. Sample taker

Users include:

  • GP sample takers
  • GUM clinic sample takers
  • sexual health sample takers 
  • DMS sample takers 
  • detained estates sample takers

Sample takers should use the new CSMS to view participant screening history and check eligibility.

If a sample taker currently uses Open Exeter to print the HMR101 form, they need to use the new CSMS when it goes live.

If a sample taker uses a different system for the HMR101 form and to manage their laboratory samples, they should continue to use that system alongside the new CSMS. 

Sample takers will need to be assigned one of the below job role codes.

3. Laboratories

Users include:

  • cytologists
  • lab scientists
  • quality control

Users working in a laboratory who need to view participant screening history in order to process samples will need to be assigned one of the below job role codes.

  • R8005 - bio-medical scientist access role
  • R8000 - clinical practitioner access role
  • R8001 - nurse access role
  • R8008 - admin or clinical support access role (and no base activities)

4. Colposcopy (including gynaecology)

Users include:

  • colposcopists
  • colposcopist admin
  • colposcopist nurses
  • Cervical Screening Programme Leads (CSPLs) 

These users need to view participant screening history in order to provide the appropriate treatment. Users who take the sample and need to view participant screening history, and print or fill in a HMR101 form.

All of the above users will need to be assigned one of the below job role codes.

5. Staff working in the Screening Quality Assurance Service

This includes all staff working in the Screening Quality Assurance Service (SQAS) who need read only access to CSMS and the following core functional requirements:

  • run relevant operational reports
  • batch downloads of screening histories
  • look up screening participants and see any audit trails

These users will need to be assigned the job role code below.

Job role code
  • R8010 - clerical access role and ODS code X24 (NHSEI)
