SUS+ Has Implemented CAM Rules for 2025/26

SUS+ implemented the changes to the Commissioner Assignment Methodology (CAM) for 2025/26 in the release of 15 May 2025.
Changes to Specialised Commissioning arrangements have been incorporated along with an adjustment of how SUS+ handles the PSS codes generated by SUS+ and those submitted by providers. For a SUS+ to consider activity as specialised one of the following conditions must be met:
- SUS+ derives a PSS code by application of the Identification Rules (IR)
- a submitted code for an Admitted Patient (APC CDS) does not have an IR but has a corresponding IR for Outpatients (OP CDS) and the provider is eligible to offer equivalent specialised OP activity
- a submitted code for an Outpatient does not have an IR but has a corresponding IR for Admitted Patients and the provider is eligible to offer equivalent specialised APC activity
- a submitted code for an Admitted Patient does not have an IR but has a corresponding IR for Outpatients and there is no provider eligibility check
- a submitted code for an Outpatient does not have an IR but has a corresponding IR for Admitted Patients and there is no provider eligibility check
- a submitted code for either an Admitted Patient or an Outpatient does not have an IR but is on the current list of Service Codes

2025/26 NHS Payment Scheme prices
11 April 2025
NHS Payment Scheme prices (Annex A – prices workbook (Excel)) published on 4 April 2025 were implemented in the SUS+ release on 10 April 2025. The reference data is found on our Payment by Results guidance.
SUS+ will support the new policy for Right Procedure Right Place (RPRP) by assigning the RPRP price to qualifying activity together with the associated RPRP flag. This activity is identified in all extracts with a Final Tariff Applied of ‘RPRP 2526’.
Note that the RPRP flag item is seven characters in length. Existing APC columns BPT Indicator and BPT Indicator Action will be populated with the RPRP flag and with an action ‘ADJTARIFF’ to indicate tariff has been adjusted. These two items have been added as new columns to the end of the Outpatient portal extract. BPT Indicator is now a 7 character item, extended from the current 6.

2025/26 NHS Payment Scheme Consultation Prices – Ready for Use in SUS Online Portal

Phase two is complete and users may now run selected activity periods from the SUS Online Portal with consultation prices, the current 2024/25 HRG Grouper, PSS Grouper and CAM rules.

2025/26 NHS Payment Scheme Consultation Prices - Update
7 February 2025
Phase 1 of implementation was released on 6 February. This has introduced the essential prerequisite option to select the 25/26 Consultation scenario from the SUS Online Portal. A second phase to populate extracts with the consultation prices will follow.
A further notice will be issued when this option is fully available.
2025/26 NHS Payment Scheme consultation prices
4 February 2025
In response to the publication of 2025/26 NHS Payment Scheme consultation materials, SUS+ has extracted the proposed prices from Annex A. These will be made available to run against user selected activity periods from the SUS online portal and will use the current 2024/25 Healthcare Resource Grouper, Prescribed Specialised Services Grouper and Commissioner Assignment Method rules.
Subject to successful testing this feature will be included in this week’s release. A further notice will confirm availability.

The SUS+ 2025-26 Submission Timetable has been published on the SUS+ PbR Guidance webpage.
The timetable contains details of 2025-26 financial year submission and delivery dates for Reconciliation, Post-Reconciliation, HES deadlines and Annual HES Refresh inclusion dates.

Elective Recovery Fund (ERF) impact on SUS+

SUS+ utilises a single queue system, which processes all interchanges before moving to process all extracts, to allow access to processed data as soon as possible for users. This configuration has been lauded by users since 2017.
Provider lack of understanding of Elective Recovery Fund (ERF) data flows and SUS+ processing has caused providers to re-create annual refresh every month since September 2024.
Due to these 24/25 year to date submissions on or the day before each monthly inclusion date, SUS+ portal extracts run on those days will have a low chance of completing before 6pm.
All providers are reminded that the ERF data mart is updated using the SUS Live tables which are updated daily from SUS+, not just at monthly inclusion (you don’t need to submit all 24/25 data in one day) and you should only submit data to SUS+ if it has been updated in your system (Information Governance: minimum amount of data sent for a specific reason).

Submission to SUS+ and the resulting impact of Elective Recovery Fund (ERF)

SUS+ allows all Commissioning Dataset (CDS) data back to April 2019 to be submitted to it, anytime and day of the year.
But during each monthly inclusion week, SUS+ expects data to be submitted to it for the latest 3 months.
For example, in Inclusion week commencing 18 November 2024, SUS+ expects to see data submitted for September, October and November 2024.
Data for April, May, June, July, and August 2024, SUS+ would expect to see submitted outside of the November Inclusion week.
The only exception to this is in May each year for HES Annual refresh and for BULK submitted Admitted Patient Care (APC) long stay patients.

2024/25 Pay Award Revised Prices Implemented in SUS+

The SUS+ release on Thursday 10 October 2024, implemented the revised prices issued on 24 September 2024 for use in SUS+. Updated SUS+ reference data to replace the current version is found at Payment by results guidance. The new prices are effective from 1 April 2024, and all extracts after Thursday’s release will assign the new tariff to all activity from that date.

Resolution implemented for unfinished extracts issue

We are pleased to inform you that a fix has been implemented to resolve the issue previously reported regarding unfinished extracts download failure. Users are now encouraged to resume running the unfinished extracts on the SUS+ portal.
Unfinished extracts fail to complete on SUS+ Online Portal
19 August 2024
Unfortunately, our attempts to provide a comprehensive unfinished extract are causing the system to overload and subsequently fail to deliver this data. SUS+ will investigate this problem and until we have a resolution users are requested not to submit requests for unfinished extracts. Please note that SUS+ will stop these requests from running if they are submitted. We will post here when a solution is implemented.
Portal PbR Extract Specification Changes for Overseas Visitor Charging Category

We have been notified that the new CDS 6.3 items for Overseas Visitor Charging Category were omitted from portal extracts. This has been corrected in the release of 14 August 2024 and the revised specs are found in the updated Payment by results guidance.
The following changes have been made to CDS 6.3 supplementary extracts:
- Admitted Patients - the items for OSV charging category, applicable start and end dates are now handled by APC CDS 6.3 Repeating Groups. The extract structure is unchanged
- Outpatients - a new line ‘Overseas Visitor Charging Category At CDS Activity Date’ has been added to the end of OP CDS 6.3
Extracts requested from today will populate these items with submitted data for both new and historic extracts.

ECDSv3 schema extension

Dear Colleague,
Thank you for your ongoing work providing data as part of the Emergency Care Data Set and other data submissions to help support critical work both here within NHS England and with our partners across the NHS, Government and beyond.
In July 2023 an updated schema of the ECDS (version 4) was mandated for collection with a specified implementation date for all by July 2024 at which point the dual running of the ECDS version 3 schema would stop.
We understand that there are a number of ongoing challenges that will prevent full adherence to submitting the latest version 4 schema to the date specified. Because of this and due to the need to maintain the existing data flow of ECDS and other data sources to NHSE we are extending this deadline date by another 12 months. Therefore colleagues will continue to be able to submit data using the ECDS v3 schema during this time.
In addition, for colleagues who are currently submitting Department Type 4 – Walk in Centre activity as part of the ECDS version 3 schema. We would like to request that colleagues continue to do so for this extended time period in order to support a number of broader ongoing analytical and to support the elaboration of a longer term approach of capturing and analysing this specific element of patient care activity.

Replacement SUS+ Tariff Reference Data 24/25

Last night’s SUS+ release implemented updated tariff reference data to remove RD98Z as an empty core from unbundled reference data. This was redundant and possibly misleading as RD98Z is an exclusion. The uplift for specialised service NCBPS58I was also corrected. This new file is a replacement.
SUS+ Online Portal and CIS1 to CIS2 Authentication Transition

Authentication for the SUS+ Online Portal using CIS2 has been approved and will undergo further testing over the next week. To avoid making changes close to inclusion, the solution is scheduled for promotion to live as part of the release for week commencing 24 June 2024. Until notice is given here that CIS2 is live for SUS+ those users needing the Chrome extension should leave it in place. CIS2 authentication will remove the need for the Chrome extension.
In preparation for CIS2 ALL SUS+ Portal users MUST ensure that NHS Credential Management is installed on their local machine. This is an essential requirement for continued use.

2024/25 Prices deployed in SUS+

Prices from the '2023/25 NHS Payment Scheme: Annex A - 2024/25 prices workbook' (published at the end of March 2024) were implemented in the SUS+ release on Thursday 2 May 2024. 2024/25 HRG and PSS groupers are now also active in SUS+.
These prices will apply to all data with activity dates from 1 April 2024 onwards processed after implementation on 2 May 2024 at 8pm.

Update on CDS schemas in SUS+

In reflection of the current low uptake of the latest CDS schema (CDS6.3.1), the SUS+ service would like to reassure all submitters of CDS data, the old CDS schema versions (CDS6.2 and CDS6.2.0) will not be removed from SUS+ in April 2024.
Submitters should continue to work towards implementing CDS v6.3 as per the published Information Standards Notice (ISN) and additional guidance
