Current chapter – Short term support (FR001)


Overview

The short-term support measure is important to gain an understanding of the overall expenditure associated with clients supported through short term interventions. Short term support is often aimed at helping maintain or improve individuals’ independence, or to compensate for levels of dependency. The intension is to delay, reduce or prevent the need for subsequent, longer-term care. The breakdown by the components will provide an understanding of the balance of costs between different forms of short-term interventions locally and nationally, for different types of clients.

Primary support reasons

Physical support, sensory support, support with memory and cognition, learning disability support, and mental health support are all analysed between Long Term and Short Term Support, and by Age categories (18 to 64 and 65 and over plus).


Completing this section

This worksheet should contain information about expenditure on short term support.

There are three main sets of columns all of which require data to be entered. As data is entered totals are auto completed for you.

The main sets of columns are:

  • gross total costs
  • income
  • capital charges and SSMSS

Clusters of row groups are split age groups:

  • 18 to 64 (FR001A)
  • 65 and over (FR001B)

Each row group is split by primary support reason, with a further breakdown between expenditure to maximise independence and other short-term support.

At the bottom of the worksheet there are a series of boxes enabling the provision of feedback let us know any concerns or problems you had in completing this worksheet. You can also provide additional context to the data provided which may be useful in the validation and processing of the data

At the top right of the worksheet is information about validations relevant to the worksheet. You are provided with the number of mandatory items completed and outstanding. Consult the validations worksheet to investigate if any validations have been breached


Support settings

Within short term support the primary support reasons (PSRs) are analysed between 'Short term care to maximise independence' (also known as reablement) and 'Short term care – other'.

As per SeRCOP, 'Short term to maximise independence' includes all episodes of support provided that are intended to be time-limited and to maximise the independence of the individual and reduce/eliminate their need for ongoing support. At the end of the support, a review or assessment for ongoing care will take place to determine what will follow. Such an assessment or review will need to have taken place several weeks after the start of the episode. This does not mean that the actual service has ceased, but that a review has been held, the support need has been assessed or reviewed, a decision to continue or not has been made, and a sequel can be clearly identified Short Term support to maximise independence includes reablement services.

Exclude any episodes of respite care that may also be time limited. This support is usually provided as part of a longer-term support package for a client, is commissioned only because of the existence of a carer who needs support and is considered a carers’ service.

Exclude emergency support (meaning not to maximise independence but a crisis support service), which should be included in ‘Other Short Term support’.

Exclude assistive equipment and technology.


Additional notes regarding short term support

Death in the community

The provision of graves for individuals who have no funding and no apparent next of kin at the time of death. An Authority would pay for the funeral and then attempt to reclaim the money back from any estate or relatives. If there is still a deficit, then allocate to a particular area. If this is for a client known to Social Care, then Short Term Other for the appropriate Primary Support Reason would be the correct place

Preventative one off payments

Should preventative one-off payments including payments made to new contracts be included? They should be treated consistently within ASC-FR. If they are to be included, they should be placed within FR002.
