Outstanding Deferred Payment Agreements

As at 31 March 2023, the total number of outstanding DPAs reported was 6,405, with a total value of £274.3 million.

Of the total number of outstanding DPAs reported, 0.9% (55) related to clients aged 18 to 64 and 99.1 % (6,350) to clients aged 65 and over.

Average value of an outstanding DPA

The average value of an outstanding DPA at 31st March 2023 in England was £43,000.

This is nearly double the average amount of a new DPA (£23,000). As seen in the previous ‘Duration of concluded DPAs by the reason’ chart, more than a third (37.1%) of all DPAs are recovered within the first 12 months and so care costs for new DPAs are less likely to accrue to the same extent as outstanding DPAs.

The following chart shows the variation in average values of outstanding DPAs by region; from £25,000 in Yorkshire and the Humber to £63,000 in London.
