Manage notification lists

Guidance for GP practice staff on how to manage notification lists in the Cervical Screening Management System (CSMS), including how to cease or defer patients.

We recommend:

  • more than one member of staff has responsibility for reviewing the list of patients to be invited within a GP practice to ensure continuity in the event of staff leave or sickness
  • clinical staff are involved in checking notification lists to ensure patients are ceased or deferred appropriately

You must have the ODS code (unique organisation code) of the GP practice you work at listed on your Care Identity profile to view and manage patients registered to that practice.


View notification lists

Visit https://cervicalscreening.nhs.uk and log in to CSMS with your Care Identity credentials (smartcard or Authenticator app). See guidance on accessing CSMS if you are having problems logging in, or are logging in for the first time.

When you log in, you will see a Notifications tab on the main menu.

There are 3 notification lists within the Notifications menu option:

1. Patients due to be invited

This is also known as the Prior Notification List (PNL).

Individuals who are due a cervical screening test within 10 weeks appear on this list.

For each patient on the list, you can:

  • defer their next test due date
  • cease (remove) them from the NHS Cervical Screening programme (CSP)

If you do not take any action, NHS England will send them an invitation 6 weeks before their next test due date.

This allows 4 weeks to cease or defer patients on the list before invitation letters are sent.

2. Patients who have not responded

This is also known as the Non-Responder List (NRL).

Individuals who have not responded to 1 invitation and 1 reminder appear on this list.

For each patient on the list, you can:

  • defer their next test due date
  • cease (remove) them from the NHS Cervical Screening programme (CSP)

If you do not take any action, they will be removed from the list after 8 weeks and invited again based on their recall status.

3. Patients to review

This list shows patients who need to be reviewed as they are either:

  • new patients registered at your GP surgery with an abnormal follow-up
  • new patients registered at your GP surgery who are ceased from screening
  • existing patients recently ceased from screening

Patients will be removed from this list after 8 weeks if they are not reviewed.


Defer a patient

You can defer a patient’s cervical screening invitation from the Patients due to be invited and Patients who have not responded lists.

Options available to defer a patient:

  • pregnancy
  • recent test
  • under care of colposcopy
  • under treatment relevant to screening
  • patient wishes to defer

To defer an individual:

1. Select Defer.

2. Enter all required information as prompted.

Parameters are in place to prevent incorrect deferral periods being entered. An error message will be shown on screen if dates or information outside of these parameters have been entered.

3. Review the information to ensure it is correct.

4. Click Submit.

You cannot defer a patient in CSMS before they appear on a notification list. Instead, complete and submit a defer request form on the CSAS support page.


Cease (remove) a patient

You can cease (remove) a patient from the NHS CSP from the Patients due to be invited and Patients who have not responded lists. This means they will stop receiving invitations for cervical screening.

Options available to cease an individual:

  • age (over 65 with no recent abnormal test result)
  • radiotherapy (to the pelvic area which affects the cervix)
  • no cervix (congenital absence, total hysterectomy or trachelectomy)
  • informed consent for withdrawal from the NHS Cervical Screening Programme
  • Mental Capacity Act (MCA)

To cease an individual:

1. Select Cease.

2. Enter all required information as prompted.

3. Review the information to ensure it is correct.

4. Click Submit.

You cannot cease a patient in CSMS before they appear on a notification list. Instead, complete and submit a cease / opt-out request form on the CSAS support page.

If you cease a patient in error, you cannot reinstate them in CSMS. Instead, complete and submit a reinstate request form on the CSAS support page.


Receive notification emails

CSMS sends a weekly email as a reminder to review and manage notification lists. The email account it is sent to should be a generic email address for the practice and a not a specific individual.

To add an email address:

1. From the Notifications menu option, select the Manage emails tab.

2. Select Add email address.

3. Enter the email address then select Submit.

When you are finished, you must securely log out by clicking Logout at the top right of the page.

Closing the browser window or removing your smartcard from the reader will not log you out of CSMS.
