Integrated Care Board (ICB) transition 2022/23 ODS reconfiguration toolkit for CCGs and sub ICB locations not impacted by boundary changes.
Purpose
This toolkit has been created by ODS for CCGs to use solely for the purpose of reconfiguration of ODS codes, and any ODS associated activity required for the ICB Transition Phase commencing on 1 July 2022. It also provides information on ODS timescales.
Alongside this toolkit, ODS will also supply reconfiguration guidance, which focuses on impacts within downstream systems concerning the use of ODS codes. It includes a recommended approach for impact assessment, an overview of known activities and NHS Digital contacts. It's not an exhaustive list of impacts and does not cover local systems which do not interact with national services.
ODS highly recommend organisations review the ODS reconfiguration toolkit and guidance at their earliest opportunity. CCGs must assess activity linked to their CCG ODS codes and names to identify any impacts of their upcoming name change.
Things to consider or include:
- how your system uses ODS data
- how your system consumes and loads ODS data
- do you make use of primary and non-primary roles published by ODS
- how you use organisation names and are they exposed to NHS staff or patients
The use of sub ICB location or former CCG name (fed by the download of ODS data) and where this is surfaced to a user, or the public, is a point that needs considering. However, users should also assess the impact of any local uses of the term CCG to ensure they are removed where possible.
Background
Integrated Care Boards (ICBs) are due to be established as statutory bodies from July 2022 and will succeed Sustainability and Transformation Partnerships (STPs). These are expected to come into effect on 1 July 2022, when ICBs are legally established subject to the passage of legislation.
The 42 ODS codes that currently identify STPs will be retained, and their names changed to reflect their new legal status as ICBs. ODS will allocate a new non primary role to indicate their new legal status as Integrated Care Boards.
All Clinical Commissioning Groups (CCGs) are due to be statutorily abolished on the 1 April 2022, and from this point all statutory obligations will be managed by the ICB entities (via a transfer order). However, the system will not have completed planning and design activities in time for CCG ODS codes to be withdrawn at this point.
Therefore, a transition phase will be implemented commencing on 1 July 2022, during which the 106 ODS codes that currently identify CCGs will be temporarily retained, but the names will be changed to identify the ‘Sub ICB Location’ they represent. Therefore, throughout this document the term ‘Sub ICB location/former CCG’ will be used.
The transition phase allows ICS policy to be enacted from July 2022, while minimising impacts on downstream systems and processes by allowing more time for the completion of planning and design activities.
ODS will also reflect parliamentary approved ICB boundary changes with effect from 1 July 2022.
A second phase of more significant changes to close Sub ICB location/former CCG codes and introduce any new ODS codes required to support ICBs will follow the transition period. The implementation date for this second phase of changes was previously planned for April 2023 but we are no longer working towards that target date and are currently reviewing timelines.
