Annex 1: Job evaluation metrics
Overview
This data collection supports national monitoring of NHS organisations' engagement with updated job evaluation (JE) requirements for nursing and midwifery staff. Please complete each section using the guidance below.
All providers in scope are expected to supply this data. While some may not yet have fully developed monitoring systems, they are expected to align with JE data requirements over time. To support data quality during this transition, providers may Indicate if a value is estimated. Use of "Not known" should be strictly limited to cases where data cannot reasonably be provided.
Submission details

Board readiness assessment
This section captures the board’s awareness of current job evaluation guidance and its readiness to implement the required changes.
Instructions
For each of the statements below, indicate whether the board has received and understood the relevant publication or taken the action.
Statements
1. Secretary of State’s written ministerial statement (23 April 2025)
The board has read and understood that all staff should be paid correctly for the work they do as set out in the Secretary of State’s 23 April 2025 written ministerial statement.
Response options: Yes / No
2. NHS England Letter to Boards (30 May 2025)
The board has received and understood NHS England’s 30 May 2025 job evaluation letter to boards
Response options: Yes / No
3. Appointment of board-level SRO or sponsor
The board has appointed a board-level SRO or sponsor to oversee the job evaluation process
Response options: Yes / No
4. Awareness of nursing and midwifery profile review
The board are aware of the publication of the nursing and midwifery profile review, and understand the priority is to review nursing and midwifery job descriptions
Response options: Yes / No
5. NHS Staff Council Guidance (May 2025)
The board have read and understood NHS Staff Council Guidance: Action needed on job evaluation outcomes for nursing and midwifery staff (including Appendix 1 Assessment of job evaluation practices, which will inform an upcoming national JE practice audit)

Data validation rules
Use Yes or No only.
Any other value will be rejected, and the field must not be left blank.
Nursing and midwifery workforce job evaluation (JE) profile and activity monitoring
This section collects information on the number of nursing and midwifery job descriptions in use and their review status, as well as volumes of staff reviewed and outcomes.
Nursing and midwifery job description volumes and review
Instructions
For each Agenda for Change band listed (band 5, band 6, band 7, band 8a and above), provide the number of nursing and midwifery job descriptions that are currently in use.
Then, indicate how many of these nursing and midwifery job descriptions have been reviewed:
- within the last 3 years
- within the last 12 months
Definition of reviewed: A completed process in which a manager and postholder(s) have jointly reviewed, discussed, and agreed the content of the job description.
- all values must be whole numbers (equal to or greater than 0)
- providers may indicate if a value is estimated
- not exceed the total currently in use
- not exceed the number reviewed in the last 3 years
Nursing and midwifery staff reviewed against job descriptions volumes and review
Instructions
For each Agenda for Change band listed (band 5, band 6, band 7, band 8a and above), provide the total number of nursing and midwifery staff reviewed against their job description within the last 12 months.
Then, of those:
- indicate how many reviews resulted in a move to a higher band
- indicate how many reviews resulted in a move to a lower band
- indicate how many reviews resulted in no change to the band (remained the same)
- all values must be whole numbers (equal to or greater than 0)
- the number of staff moving to a higher band, lower band, or no change must not individually exceed the total number of staff reviewed
- the sum of staff reported as moving to a higher band, lower band, or no change must match the total number reviewed
- data quality: Where actual data is unavailable, provide your best estimate and clearly label it as such using the estimate option available
- use of not known should be strictly limited to cases where data cannot reasonably be provided
- ensure the same banding definitions and reporting periods are used across all sub-sections
