Planned revision of collated FTE figures
An issue has been identified with the Additional Roles Reimbursement Scheme claims data which has resulted in a small amount of overcounting in the collated full-time equivalent (FTE) figures published in this and previous releases.
The data used for the calculations included a small number of cases which related to staff who had left the PCN where they were working but remained in the system.
Initial investigations indicate the scale of overcounting to be between 1% and 2% of the total collated FTE at England level.
The cases have now been identified and excluded from the underlying data. Consequently, the collated figure time series will be recalculated and revised figures published as part of the Primary Care Workforce Quarterly Update, 31 March 2023, scheduled for release on 18 May 2023.

Notice of Changes
New NWRS job roles
A number of new job roles which were previously only collected for the general practice workforce were introduced to the National Workforce Reporting Service (NWRS) collection for the Primary Care Network (PCN) workforce in December 2022. Consequently, figures from December 2022 onwards for these roles reflect staff working in practices and PCNs. Up to September 2022, FTE figures for these roles represent the general practice workforce only. The roles are:
Staff group | Detailed job role | Publication job role (if different) |
Nurses | Nurse Dispenser
Nurses | Nurse Other | |
Nurses | Nurse Specialist
Nurses | Trainee Nurse | |
Direct Patient Care | Apprentice Health Care Assistant | Apprentices |
Direct Patient Care | Apprentice Other | Apprentices |
Direct Patient Care | Apprentice Pharmacist | Apprentices |
Direct Patient Care | Apprentice Phlebotomist | Apprentices |
Direct Patient Care | Dispenser
Direct Patient Care | Healthcare Assistant
Direct Patient Care | High Intensity Therapist | IAPT staff |
Direct Patient Care | Phlebotomist
Direct Patient Care | Psychological Wellbeing Practitioner | IAPT staff |
Direct Patient Care | Trainee High Intensity Therapist | Trainee IAPT Staff |
Direct Patient Care | Trainee Psychological Wellbeing Practitioner | Trainee IAPT Staff |
Admin/Non-clinical | Apprentice
Admin/Non-clinical | Estates and Ancillary
Admin/Non-clinical | Medical Secretary
Admin/Non-clinical | Receptionist
Admin/Non-clinical | Telephonist |
Similarly, the Direct Patient Care roles Dietician and Advanced Dietician Practitioner were introduced to NWRS for the general practice workforce for the first time in December 2022. Consequently, FTE for these two roles represents the PCN workforce only up to and including September 2022, and both the PCN and general practice workforce from December 2022 onwards.
Advanced practitioner roles separated in collated FTE calculations
In March 2022, six Direct Patient Care advanced practitioner roles were added to the NWRS collection tool for the first time - Advanced Clinical Pharmacist Practitioners, Advanced Physiotherapist Practitioners, Advanced Dietitian Practitioners, Advanced Podiatrist Practitioners, Advanced Occupational Therapist Practitioners and Advanced Paramedic Practitioners.
For periods up to and including September 2022 they have been grouped into one Advanced Practitioner job role to align with how they appeared in the ARRS claims data. From December 2022 these roles were separated in the ARRS claims data and consequently, in the collated full-time equivalent (FTE) tables and CSV from December 2022.
For quarters where Advanced Practitioners do not appear in NWRS, they have been excluded from the collated figure to avoid the risk of double-counting, as it's possible PCNs were previously recording these individuals under the corresponding non-advanced practitioner roles.
