Assuring Transformation on the Clinical Audit Platform master provider and site list
We have been working to improve the quality of data we have on hospital providers and sites for the Assuring Transformation data collection.
Until October 2023, the provider and site fields in Assuring Transformation could be populated from a list of ODS codes which included a very wide range of types of organisations, not just those who provide mental health or learning disability hospital inpatient services which are in scope for Assuring Transformation. Other fields including names and postcodes could be amended or entered as free text, leading to inconsistencies in the data and burden for submitters.
We have now developed a Master Provider and Site List (MPSL) for mental health inpatient services for people with a learning disability and autistic people.
From 10 October 2023, the MPSL will be incorporated into Assuring Transformation on the Clinical Audit Platform (CAP) so that in future data submitters will pick from a much smaller list of inpatient services for people with a learning disability and autistic people.
The list will be updated and reviewed on a regular basis.
Master Provider and Site List (MPSL)
The Master Provider and Site List (MPSL) includes sites, with their providers, which we understand have been used for patients who have been in inpatient care at any time over the last 12 months. The list uses ODS codes for providers and sites, and each site code is linked to a provider, so the selection of a site code from the MPSL will populate all five provider/site fields in Assuring Transformation.

The MPSL has been compiled using the following principles:
- to list only sites that have in-scope provision for Assuring Transformation, i.e. are registered as a hospital and provide generic mental health or specific learning disability or autism inpatient services
- to avoid having many individual codes/entries for specific wards within a unit or site. Some locations may have a few separate codes for example. separate CAMHS, forensic, acute and rehab units on the same site, smaller locations may have only one
- to provide a more descriptive name of the site if the name associated with the ODS code is unclear/uninformative, for example by adding the unit name or location name
- where no appropriate ODS code could be identified for a site which has current patients reported in AT, include a temporary ODS code within the MPSL so that patients can be reported pending an ODS code being issued. Temporary codes for providers are 3 digits and start with 0Z. Temporary codes for sites are 5 digits and start with 0Z
Where a patient is being treated at a site not listed in the MPSL, there will be a process for notifying NHS England so a site can be added (with a temporary ODS code if necessary) – see last section of this guidance
